Unthinking Installation

This is a hose bib on a new house in Gainesville, Virginia!  It is right beside an electrical junction box, which is bad enough.  But the handle is so close to that box that it is very difficult to move!  The end of the bib so close to the stone (1/4") that it would be very difficult to screw on a hose!  How does one use this thing?  This "installation" has been looked at for weeks by some construction inspector.  It was apparently also approved by the County inspector, if he even noticed.  So, that is to code, it seems.  Remember, the code is a minimum standard, so by somebody's standard this is acceptable.  Would you want that on your house?
